Maybe a better starting point might be the Edinburgh Bicycle Cooperative (own brand) Revolution Courier Race. Ditch the gears and add fork and disk brake? They also do a Courier Single, which is single speed, but has 26inch size wheels. The Courier Race has 28inch (700) size wheels.
