Its the topside of the ankle (opposite side of the heal) and its always the right side (the stronger leg)
Hurts in the center of the right angel your foot makes with your shin, on every downward pedal strike
It sounds like a ligament bothering you, you probably sprained your ankle at least once in your life, likely more than once. That is the most common ligament to sprain, it is the anterior talofibular.
The other possibility is tendonitis, probably that of tibialis anterior. I'd need to watch you pedal to see how you move your foot/ankle through your stroke.
