Could be a few things, fistly do you ride in shoes that are very tight at the top of the foot? ie clipless roadshoes that have a top ratchet, if so is this press on this area?
Secondly how long has it being going on? If its been going a while then it could be even be something called Anterior Impingement Snydrome of the Ankle. Or if this is the first time you have been riding long distances as others say it could well be a fit issue. This could be aggrivated by the fact that one leg might be longer then the other (very commonly the case) and hence the forces become uneven, again this is helped with a bike fit and if this is not enough special foot beds can be got.
All in all though if its an acute thing that has just come on and hurts now every time you use its prob some soft tissue damage (drunken injury, ankle twisted or even very tight shoes.) If this is the case then give yourself 2 whole weeks completely off the bike (if you can!), ice it for 10mins at a time if swollen and take some ibprofen to reduce the swelling if any. Then after two weeks lightly increase load (very very slowly) over the course of 2 weeks. If this doesnt work then its off to the GP/physio for you.
Again dont know the time frame but if you have had this for ages then got to a Gp/physio now.
