That purple and pink bike looks like the vomit of a girl who's drunk too much rose wine.
The crazy lo-pro frame has some potential, agree with Wibble on those bars though.
I guess they bike is set up for someone with really long arms and/or someone who likes a very low profile.

The French do, they're mad for block like that, if you notice that when you went to a french village/town, you'll see a lots of those bare wall that appear to be unfinished - they did that on purpose to avoid paying certain taxes (I think, according to a Scouse sounding Frenc), as they discovered a loopholes, and consquencely nearly every recent building have certain part that are unfinished.

Something to do with VAT, IIRC. As VAT is an EU tax, you'd expect loopholes and the potential for fraud on a massive scale, and 'nearly finished' buildings are common throughout Europe as a result.

Looks like a decent polo bike to me, would have kept the 26" wheels and fat tyres to keep the wheelbase short, but it's not anti-porn.

because of the rake of the fork a bigger wheel would increase wheelbase...

Changing one wheel size wouldn't affect the wheel base materially, by nothing if you kept the wheels the same size (i.e. changed both).
The thing you'd worry about in polo is how big the BB gap was.

So yeah, if you removed the stickers, got rid of the aerospoke and mud guard, you'd basically have an OPT Fuji track with risers.
I'd go further and say remove the top tube protector, ditch the oury's and change the tyres. Then get the frame painted.
(Not that I have anything against the Fuji, but I'm not too crazy about the '08 paintjob).
