yes they can, you just need to buy wider phil wood nuts for converting to 130mm. bought some from hub jub. £15.

hi all just realised the wheels are not double fixed sorry sold some double fixed recently got a bit confused.

You can space the hubs out to 130, but you need a separate bolt kit off Phil Wood. Hope that helps.
