In case you will apply these on a white or almost white frame, I would suggest to do it black outlin only on transparent.
If it goes on a coloured frame, then white will be okay.

Note: just my personal opinion.
You're free to do as you like.
It will be great anyway.

^ what he said! The vinyl isn't very thick, depending on the type of course, but you won't really notice the layers. If you have more than 3 it might notice but it's not gonna look 3D. Hope that helps.
