I'd guess at b)
some headsets have a bump on their inner edge that corresponds to a groove in the threading of the fork steerer. i.e. the headset spacers (if you have any) have to be put on in the correct position...
But actually thinking about it, this shouldn't be an issue.
I have no idea!
