Wanted: Cheap as chips beater around 61cm?

HI guys,

I want to give my friend a cheap way to get around town on 2 wheels... I've currently lent him an old geared alu bike i have, but its waaay too small for him and I fear for his knees. He's in job hunting hell and I wanted to cheer him up by building him a cheap as chips beater that will actually fit him.

wondering if any of you have a 61 or similar sized frame that you wouldn't mind getting rid of, any condition, under 40-50£... geared or not, any kind of drop outs, doesnt matter. english threads would be great. doesn't have to be frame only either, but considering the low low price... :P

I was also thinking of going down to a police auction and seeing what they got, any tips on this? are there moral qualms about this?

I have a 24.5in centre to top Pollard road frame for £45 or a unknown maker 23.5in centre to top road frame for £40, both with vertical dropouts - both take 27.2mm seatposts so are good quality frames.
