Most modern BB's are adjustable, so you can screw one cup in slightly further than the other which gives you a bit of room for error.
So if you buy Sugino RD messenger cranks (which are generally excepted to be good budget crank arms), all you really need to do is find out what their recomended BB length is, and you'll get a straight chainline.
