the 'clip ins' you're talking about are called clipless.
Try them both and see which you prefer.
Clipless pedals offer better power transfer but if you don't go for a certain kind and a certain shoe you'll be clip-clopping around and may need a spare pair of shoes.
Clips and straps have a less efficient power transfer but people swear by powergrips and double straps. There is also no need to buy anything other than the pedals/clips/straps which are considerably cheaper than buying clipless pedals, shoes and cleats.
