That be my bike and I drilled 'em myself. A cheap £10 drill and a decent HSS drillbit set will do the job.
Rear of the forks needs an 8mm hole for modern recessed nuts. Front needs to be 6mm I think.
Start off at 1mm and work your way up. It's not hard.
