I cannot stand stems that point upwards attached to drops, it's just SO wrong!!
-10 deg and the stem would be nice and horisontal and look way better. (IMHO)
Modern track bike set up is all about upward sloping stems on short head tubes, as it is the stiffest, lightest and most aerodynamically efficient way to get from the fork crown to the centre of the drops. As long as the saddle to bar drop is still substantial, it's just as porn as old skool long head tube/drop stem arrangements.
