Richard Sachs sells his own lugsets and dropouts direct from his website and will mark value low and as a commercial sample to keep duty and VAT low. I only got one of his saddles mind.

probably not the biggest range of choice, but i remember seeing some nice lugs on the 14 bike co flikr, so contact them, they might be willing to sell

+1 for Ceeway, clunky but comprehensive website with more lugs than you can shake a stay at, and the guy who runs it (Peter) is very helpful if sometimes tricky to track down. They are main trade supplier to loads of builders.
