open the pedal up, if it's a bmx one then there should be a rubber cap on the end. Stab this cap with something sharp and it should pull off. then there will be a 11mm (i think) nut in the hole and a washer and cone underneath that. Remove all of these and the pedal should pull off the spindle with a bunch of ball bearings falling out at the same time. You can then either clamp the spindle in a vice and remove it that way or use a large spanner on a flat section of the spindle and just undo it.
