If it's cheap: forget the pedal.
Remove the crank from the bike.
Remove the pedal body from the spindle.
Make 2 flat parts on the pedals spindle (grinder)
Clamp the pedal spindle in a vice
Turn the crank arm to remove it from the pedal axle. Make sure to turn into the correct direction.
