Secure front rack + some sort of basket. I used to ride around with my grans dog in a basket, it was about 12 -15 kg, and it was happy in there. The basket was a bit chea[p and wobbly but something like a cetma or equivalent rack world be nice and secure.

I only say front rack because it's easy to keep an eye on the dog.
