Rules are there to be broken... the HSE advise companies on measures that need to be in place to avoid a claim being made against them, companies and government then lobby for more regulations that are "reasonable".
Unfortunately devising an over-riding "I'd like to live my life as I see fit and give up my right to an idiotic claim" standpoint is proving difficult.
