Or more accurately, to safeguard themselves from their own employees. They rarely ever relate to actual laws other than an expectation that reasonable safety measures be taken.
The problem really lies with the onflux of litigious culture from the US where people are a bunch of greed cunts who see quick cash options when they were stupid in front of someone else.
