I agree with Mattty, I think it was just thrown out. It's squeeking here and there (the brakes and such) and the chain is pretty rusty, so I don't think it's been in use in the nearest past.
I do feel lucky as fuck though! Thanks wibble, I guess I'll clean it up and crease everything and try riding it. It's a bit big for me though but nothing extreme.
