Forgive me if I've missed something though but what kind of pros and cons are you talking about?
Just from the use of common sense..
Complete Wheels:
Pros - Already built so you don't have to do anything but give money
Cons - Probably more expensive than buying the components individually yourself
Building yourself:
Pros - Probably cheaper, you can choose exactly the components you desire
Cons - Takes time and the ability to build wheels properly
