Can't be bothered to read everything, but get an older Bianchi Pista frame. I have the 2007 one and it is one of the best frames I have ever ridden (for nippy road fun, not for the track). To list but a few of the frames that it is better than IMHO (That I have owned and ridden), 2 Chas Roberts Track, a Geoff Roberts Track, a Chiocc track, a Bob Jackson track, a Dave Yates track and every other bike I have tried.
Bin all the part though, they are made of chewing gum and toast.
