Safe to ride?
I think it will not suddenly break.
But the steering will be a bit strange and your toes may interfere with the front tire.
Especially when you attach and use a front brake now, the deformation becomes even more.
When the frame fails, there will be a crack first. The crack will become longer and longer until it reaches approx the 1/2 circumference of the downtube. Then it will snap. How long it will last? No one can tell. But I think you can ride it for a while, as long as you check the tubes before and after every ride.
