For that sort of money - as other people may have said (sort of skim read the thread) - you should be investing in a good quality frame, first and foremost. Don't be afraid to buy it new, as you can get exactly what you want, rather than being tempted by 2nd hand deals that won't be EXACTLY what you want.
You could even get the parts 2nd hand for it and save a bit on those. If you've got that money, spend around £400 - £500 on the frameset (frame and forks), and it (could) last a lifetime.
As has been said before, a 58 i most likely too big. You'll most likely want a 56 if you've got average or longer than average legs.
My first fixed (that I still have) was a Fuji Track Pro that I got for £700 last year. However, having changed a few parts, I have cumulatively spent approaching £1000 on it. Therefore, go custom! It's a bit more effort, but definitely worth it.
You also need to decide what you want the bike for...
Will you be mainly commuting or will you be racing/training at the track or will you want to do tricks on it or maybe a combination of all 3?
Narrow that down and I'm sure people will come back to you with a more definitive list of frames tha you could look at.
