oneforsorrow, apologies as my little rant was not directed solely at you, sure your a nice chap, but almost this exact thread has been started 4 or 5 times in the last week.
If you buy a track frame remmebrr you need is slightly shorter seat tube as the bottom braket is higher on track frames.
Hoppys frame could be a good bet, he's not as fat as is widely reported on the forum, and last time I saw it it is in excellent nick and is genuinly worth a look for your height.
It would leave a good chunk of your money for a decent wheelset, bb and crankset and the rest (saddle, stem, handle bars, stem, pedals and brake) can be picked up for peanuts on here or the bay while you decide what is right for you.
