    If you recall WW2 films of earnest sailors standing on the bridge staring at the horizon/a U-Boat/whatever in a gale/high wind did you notice that they are not holding their hats on?

    This is because the top of the bridge railing was shaped so that it accelerated the airflow upwards, providing a windbreak.

    Renault used the same principle in the windscreen-less Sport Spider to deflect wind flow over the head of the driver.

    So I would say that you could in effect focus high speed air on the rider, with the aid of some aerodynamic trickery attached to the handlebars, possibly leading to a speed which would be neutral in terms of energy expanded vs. wind chill received.
