I recently got some Giordana Body Clone bibs from parker for £48. They still have a couple of sizes at that price. Really excellent shorts and well worth it if they happen to fit.

I've also got an old pair of Pearl Izumi Attack shorts, which can typically had for 50 notes, and are also excellent and well padded (verging on the extreme, when new it felt like you were wearing a nappy!).
Otherwise, have you looked at the various Santini shorts at Prendas. I was about to order a pair of these (having heard good things about their pad and value-for-money proposition) before i spotted and quickly nabbed the giordanas. E.g.
