    No need to but an adaptor, you may already have several.
    Just use a piece of steerer tube from an old 1" fork (or a brand new one: the upper few inches you don't need). That fits exactly 'cause it's 1" OD and 22.2 ID.

    Or use any other piece of tube with these dimensions.
    E.g. top tube of a vintage steel frame...

    Dont forget to cut it with a hacksaw in the length, so it will expand a bit when you tighten the 1" quill stem.

    If you want to do it properly, make a small seal on the top (around the stem) to avoid that water leaks in.

    Another possibility: steerer tube extension. Or the part that converts your short threaded steerer tube to a longer threadless version.
    It usually comes with shims 1" to 1-1/8".
