Nope, the fork leg is in fact insulated. Pre ride you fill it with hot water and then when you are approaching your goal you twist the blue switch to lower the water-proof teabag. Apon arrival you press the red switch to pour.
Cannondales site speaks of composite materials. Probably chocolate with waffer.
