I don't know how feasible booking the velodrome out is, but I can definately help with the 'going on holiday' part. I've been to Mallorca in the first week of October for the last 3 years and its been great each time. The velodromes are in Palma, which is in the South of the Island, but I usually stay in Pollensa in the North (40 minute drive door-to-door along a straight road, the Island is teeny). It's personal preference, but Pollensa (pleasant small town) is much greener and more mountainous, and has quiet clean cove beaches just 5 mins ride away.
There are tonnes of villas with pools to rent at that time of year, and they get cheaper the more people that go - including easy jet return flights and car hire it could easily cost just £200-£250 per person total for the week, and probably less.
I plan on going back to Mallorca this year anyway, but if other people are serious we could sort something out for sure. Let me know I guess.
