i could easily do this kind of short cut on my commute (Outer Circle / footbridge over canal) near US Ambassador's Residence , instead i ride to gated exit by Avenue Road, traffic light junction..
Why? because I am a road user, and partly because it doesn't take that much longer to ride 'round...
this morning I saw a group in jackets which read 'community payback' painting railings on the Outer Circle (running track area).. probably caught RLJ, riding over footbridges or some such offences..
