For £130, you can probably get a fairly good set built for you. I ordered the parts separatly and got my LBS to build the wheels, cost about £150-170 for the pair, so I imagine only buying on rim and half as many spokes will get the price down...
You can get a rim and hub from the old bike showroom for about £50...
