Your hub choices are a bit more limited for fixed/free (sprocket one side, freewheel the other). Formula/System Ex are the cheapest, Phil Wood on the pricey side with a few inbetween.
Loads of choice for rims, see Ambrosio, Mavic, Velocity, Weinmann amongst others.
Pick your hubs and rims and ask nicely on here if someone can help you with the right spokes and build the wheels for you, for cash or for beer or both.
