I know this is a terrible thing to say but why does it feel as though justice would happen only if the victim happened to the child of a minister or someone else in similar position?
No it's completely realistic. Things only happen if the people in charge are first made aware of a problem and then secondly are passionate enough about it to pursue it and inspire other misters to also act on it.
