they're for putting right in the middle of the bars for either hand braking when utilising the 'hipster grip'

i might give them a go - i find my hands drawn inexorably closer together the longer I ride fixed. Will eventually completely transform into the 'hipster vulture' stance.

the longer lever pushes against the cable outer and the shorter one pulls the cable so i reckon the shorter one is like a Gold Finger and the longer one like a cross lever

yes but they're a bit shit, required a bit of effort to squeeze them, the big one are alright but the little one is fucking annoying if you ride with your hand close to the stem as the cable get in the way of your index finger.

got a couple of scratch on my finger due to that, best to get a normal goldfinger or dirt harry for less than half the price really.
