that ding can be filled with brass before a respray, no probs.
Tony Gowland's, Pat Rohan frame I had years ago, had an almost flattened top tube from handle bar dings, and it was filled, and it never gave any probs at all.
Even as it is now, it won't cause any bother.
A lovely piece of history.
