if you have no front brake on your fixed wheel, the motorist who hits you cannot be prosecuted. if you have perpetuated the fallacy that its okay to ride without adequite control mechanisms, you share the blame for the consequences of that fallacy.
Legal understanding fail. In fairness, that's a very common fail! Civil liability is one thing, and I think there are some civil lawyers about on here, but no brake = no prosecution is certainly not the law.
Leaving aside your spelling of "adequate", or indeed the definition of that word, it's up to individuals to decide whether they want to obey the law and ride with a front brake.
This does NOT mean that fixie-brakeless-messengers are fair game for cabbies / mini-cabbies / trucks / bus drivers / general assorted twats to squash flat with their death-machines. Breaking the law does not mean that you immediately lose every single one of your rights, including your right to cycle along without getting killed. If breaking the law meant losing your rights, this wouldn't be a very nice country to live in. Thank the sweet baby Jesus that you DON'T lose your rights by breaking the law in some small way.
