Because the negative consequences of their stupidity are borne by a third party. (That'd be you). Bruce Schneier has been writing about the distorting effects of risks pushed onto onto third parties for years, mostly in the contexts of information security (he's a cryptographer originally), privacy issues and counter-terrorism, but the idea applies pretty generally.
