The PCO has been part of Transport for London for the last six years or so. The head of TfL reports to the mayor.
If the head of transport across London as a whole is deluged by complaints about cabbies behaviour, then there are all kinds of levels of "influence" that can be brought to bear on people who cannot operate and don't have a job without their licence from the PCO.
