If the crime has already taken place, then you phone your local station.
I'd phone 999 anyway, cos they are duty bound to record it and act upon it.
I like the option of (at a safe distance) calling "Oi!!! That's my bike!!!" and then when the bloke looks up and says "No it bloody isn't!", you know he's genuine. Nice call that one...
