are the calipers centred (ie. the pads are hitting the rim simultaneously)?

Headset loose? Hold the forks in one hand, handlebar stem in the other and wiggle, if you can feel there is play in the headset then that is the answer. Tighten it or you will pemanently damage the ball-bearing races.
Thought I was a reasonable mechanic but recently bought a 2nd hand Plug Racer. Absolute belter that had been used brakeless previously. Fitted the brakes but never been happy with the actual braking up front. It kind of pulses although the wheel isn't badly out of true, like there's high-spots on the rim. TBH, the wheels are pretty mint to me and I've never had this sort of problem on mtb's... Do the wheels just have to be perfect to "feel" good with side-pull brakes ??
