I'd recommend the internet for good value for money but I guess you already know that. I believe the best value for money double straps are Odge straps from 14 bike co shop near brick lane which are £30. They're pretty much recommended for everything, and I dont know much about pedals but I assume they have good ones too, but if not try Brick Lane bikes which is nearby and saves your dad hiking about too much. I know they sell the soma double cages like you want.
On another note, the double straps here are just £17 (not the best material though, you get what you pay for) and they also have some cheap double cages and i'm sure pedals on the same website but i'm not sure if they post to europe, I'd email them and ask
