sterobe I've been meaning to reply to your message all morning, but too busy to get wordy!
I have some 27" x 1" Pasela panaracer tyres that will fit that frame nicely, they've been ridden for about 5 miles (i.e. damn near new). Panaracers are gum-walled, kevlar belted touring tyres, but these are about as narrow as you can get them, check Spa Cycles where I got em.
They cost me about £40 new with postage fees, you can have them for £30. Will have a look at the bars for you tonight and take some pics, btw.
