I like the look of that Harry Quinn.
I had one in the 70's.
Not entirely sure that is a HQ. I think Harry used to make racing bikes exclusively. That pump peg on the top tube and the m/guard eyes don't seem right to me.
Still a nice looking bike.

They ran a framebuilding residential course in South Wales. My Dad did it in the 80s. He built a lovely HQ. I guess you could have free reign to build whatever you liked (although my Dad built a racing frame).
