A lot of cheaper mountain bikes will have enough adjustment in the dropout to allow you to tension a chain i reckon you'd be able to pick one up at a dump or find one abandoned just to try it out on. Also I'd go for the Goldtec 135 fixed hub rather than the surly, I'v ehad loads of problems with mine and its difficult to get replacement angular contact bearings cheap.
