To be fair, refuelling wasn't used until about 15 years ago, so all the teams will know how to deal with it, all the big teams will know how to develop an engine, and there is no small team who have their own engine, they're supplied by someone else (Ferrari, McLaren, Toyota, Renault) so that won't be a problem.
Though I agree that KERS is a bloody stupid idea.
