I think its a very bad idea, but I wait to be proved wrong.
Much like KERS has artificially demoted teams like Ferrari, I think this, apparently fair idea, is lame.
The bigger budgeted teams, will focus on fuel range development, and thereby create an imbalance that poorer teams could have taken advantage in varying refuelling strategies.
We'll see, as the blind man said.
