Technically "jaywalking" is an offence, it's just the definition of jaywalking in the UK is different to what most people think it is due to its definition in USA.
USA Jaywalking: walking across a street outside of marked cross-walks and not at a corner, and/or against a signal light. If there is vehicle traffic or clear markings of a place to cross, this is a traffic misdemeanor subject to fine, and may be (but not conclusively) contributory negligence in the event of injury to the jay walker by a vehicle.
UK Jaywalking: To cross the road at a non designated crossing point for the purpose of causing an obstruction to road traffic. However it is up to the discretion of the police officer viewing the obstruction,
From a policeman, "the obstruction must be more than trivial. If a person loitered on the crossing, or stood, drunk (or otherwise) in the middle the road intentionally obstructing the traffic, then they commit an offence."
