No, it is rarely amazing display technology that attracts people to your website, it is the content. Technology is best when it is unnoticed; look at Google.com: it is a really, really simple website visually and you have no idea how very, very complicated it actually is behind the scene.
Hiring someone lets you focus on what you want to present and then let him/her worry about how. It takes the technical headaches away but if your content is crap that won't help you very much. That said, if you hire someone he/she can help you decide which content needs to go where and how the site should be structured to attract more visitors and crucially how to get yourself high up in the rankings of search engines (<- This, however, is an increasingly specialised job and another can 'o worms).
