Your better off getting someone else to create it - sites are complicated and unless your gona make more and for a living, get someone who knows what they're doing otherwise you'll be spending alot of time learning something you wont really need use for.
You can design in yourself in illustrator/photoshop and then hand them over the layers and get them to code/piece it together (depends whos putting it together).
In terms of design, you may have a understanding of how you want it to look but take into consideration who will look at it (your audience), mac or pc users and also potential screen size of users (800 x 600, 1024 etc etc), load times, etc, font sizes.
Most sites you can get set up so that you yourself can easily update images and some areas of text, but that all depends on who develops it.
