Don't bother with Dreamweaver and stuff. Just get a texteditor (notepad++, textmate) and read through a simple HTML / CSS tutorial.
If you can't be bothered, but just want a blog or something, why not using blogger.com?
EDIT: Alternatively Wordpress can be a good starting point, but imho it's written in a shite way, slow as hell, and not very intuitive. I heard good things about expressionengine (http://expressionengine.com), but I cannot really recommend anything because I always prefer to write my own.
